Explanation I worked for Warner Leroy in the early 80's. Warner implemented a bread charge in those days of $2.00 per table. The breads were expensive seven grain and pumpernickel loaves from "Hot and Crusty" and Orwasher's bakeries.. The bread was put onto every table. The charge was automatically added to every guest check. The card on the bread refers to this charge being applied. Warner was saying The Department of Consumer Affairs required this notification. However, if a guest complained about the bread charge, the charge was removed. The staleness of the bread wasn't related.
