The name Peter Arthur was apparently a pseudonym for author Arthur Porgess when writing science fiction stories. WHile I am not familiar with his work, this could at least lead in a decent direction since something like a time warp would be related to science fiction. For all we know there is no good explaination that anyone would remember at this point, but it certainly is puzzling considering names aren't ever really associated with rides in the park.
