All you needed to do was do a little searching in the "Good Ole' Summer Times." The water tower is taller by ten feet (160 ft. vs. the Big Wheel at 150 ft.). I'll take a guess that it is used to weigh down the parachute , like to make sure it doesn't shake to much on a windy day, and/or hold large possesions of the riders?
